This crash occurs when a vehicle changes lanes and collides with another vehicle that is leaving a parking spot.
In the diagram, Vehicle B is changing lanes on the roadway. As Vehicle A exits the parking spot onto that roadway, Vehicle B and Vehicle A collide.

Vehicle "B" = 0%
The rules of the road
Drivers leaving a parking spot must ensure that it is safe to drive a vehicle that was parked or stopped. Therefore, the Vehicle A driver would be found 100% responsible.
