Left turn crash with oncoming curb-lane traffic
These accidents happen when a vehicle making a left turn collides with a vehicle approaching from the opposite direction in the lane closest to the curb.

The rules of the road
Drivers making a left turn must yield to oncoming traffic that is close enough to constitute an immediate hazard. Therefore, the driver of Vehicle A would be found 100% responsible.
