Opening vehicle door into traffic
These accidents happen when a vehicle door is opened into traffic and is struck by an approaching vehicle.
In this diagram, Vehicle A is opening their left door when it is struck by Vehicle B.

The rules of the road
Drivers and passengers must not open their door unless it is safe to do so and must not leave it open for longer than necessary. Therefore, the driver of Vehicle A would be found 100% responsible.
